Wayne County Board of Supervisors
January 13, 2020
A meeting of the Wayne County Board of Supervisors was held on the 13th day of January, 2020, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Tom Swearingin, Don Seams members of the Board of Supervisors
Unless otherwise noted, all motions were approved unanimously.
Dotts called meeting to order at 9:00 AM
Pledge of Allegiance
TSwearingin made the motion to adopt the agenda, seconded by Seams.
Seams made the motion to approve January 2, 2020 minutes, seconded by TSwearingin.
TSwearingin made the motion to approve claims, seconded by Seams.
Seams made the motion to approve payroll, seconded by TSwearingin.
Kim Swearingin requested that tax sale certificate 19-0502 be reassigned to Dan and Ashley Carpenter. TSwearingin made the motion to reassign tax sale certificate of $118 plus additional fees to Dan and Ashley Carpenter, seconded by Seams.
Seams made the motion to retain John Sellers, Jr as their representative on the Rathbun Land and Water Alliance Board for 2020, seconded by TSwearingin. Sellers also mentioned that 36 milllion has been invested in this watershed and is one the largest watersheds in Iowa. Dotts stated, “Good drinking water is a must.” The entire Board appreciates the work John is doing on behalf of Wayne County.
Bill Byrns asked the Board for permission to proceed with a USDA grant for a new Emergency Management vehicle. The grant will cover 75% and the county will be responsible for 25% which will be partly covered by the trade in value. TSwearingin made the motion to allow Bryns to proceed with the grant, seconded by Seams.
Danny Coffey discussed the SquareOne quote for replacing ceiling tiles in the lower level offices.
The quote is for $9,828.22. Danny is very pleased with their work related to the elevator fire. SquareOne has a dust collection system. They remove and reinstall the fire alarms and they washed the walls down. TSwearingin made the motion to accept the quote from SquareOne to replace the tiles in the lower level offices, seconded by Seams.
Shelley Bickell, Public Health Director presented that Sharon Hopkins resigned from the Board of Health effective December 31, 2019. Bickell requested for the Board to appoint Lisa Skinner to the Board of Health effective January 1, 2020. TSwearingin made the motion to appoint Lisa Skinner to the Board of Health, seconded by Seams.
Bickell also discussed that when she started with Public Health in March 2019, they had 12 clients. Currently, Public Health is providing services to 40 clients and have not turned anyone away. Bickell is working on an $80,000 grant with Jamie Swearingin which may allow for additional staff. Public Health is billing on-line now. Currently, Medicare payments are processed very slowly. Public Health has held 2 wellness clinics in the Amish Community and hope that it will continue to grow in popularity.
Randy Zerr, County Engineer, spoke about Cramer Associates will begin work on the bridge north of Promise City on Highway S56 between Newton and Ohio Road. Work is scheduled to begin Monday, February 3rd. Cramer Assoc. will have 85 working days to complete the project.
Secondary Rds is working with FEMA regarding low water crossings and Calhoun-Burns & Associates Inc is working with Federal Highway Administration on the contract for Medicine Creek.
TSwearingin made the motion to accept and approve the Secondary Roads DOT Employee Drug and Alcohol Testing policy, seconded by Seams.
Seams made the motion to reappoint David Dotts to the 5th Judicial District- Department of Correction Board, seconded by TSwearingin.
Seams is requesting that quarterly allocation checks be sent directly to the meal sites for the following amounts; $750 to Lineville Senior Center and $2,250 to Corydon Senior Center. TSwearingin made a motion to table until the next meeting, seconded by Dotts. Seams will visit with the Wayne County Senior Meal Site Board regarding his request.
Angie Horton, Keith Davis and the Board discussed regulating All-Terrain Vehicles and Off-Road Vehicles in the rural areas of Wayne County.
TSwearingin made the motion to accept the Recorder’s December Report ($5067.61 Deposit) & Quarterly Report ($14,906.80 Deposit), seconded by Seams.
Seams made the motion to accept the Sheriff’s December Report, ($26,689.19 Deposit), seconded by TSwearingin.
Seams made the motion to accept the Clerk of Court’s December Report ($128.93 Deposit), seconded by TSwearingin.
All Supervisors attended Elected Official/Dept Head meeting on January 8th. Jack Reed, Iowa Negotiation Consulting Services discussed the revised County Handbook. The Board was also present to address the Compensation Board during their annual meeting on January 6th. The Compensation Board made a recommendation of 7% increase for elected officials. The Board of Supervisors is reviewing the recommendation and will make a decision at the January 27th meeting.
Seams visited with the Humeston Meal Site about Milestones helping to serve their residents. Humeston Meal Site is not currently interested. Seams also had Decat/DHS meeting. The members will be sending a letter to Decat/DHS to determine the services being provided to the residents.
Dotts has requested Roger Shindell, Carosh Compliance Solution, to do a site visit. Shindell will be assessing the office layout to ensure Wayne County is HIPPA compliant.
