A meeting of the Wayne County Board of Supervisors was held on the 18th day of June, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Sellers made the motion seconded by Kester to approve the Agenda.
Kester made the motion seconded by Sellers to approve the minutes of the June 4, 2018 meeting.
Sellers made the motion with a 2nd by Kester to approve the claims.
Bill Byrns was present to discuss a meeting that he and Denise Becker had attended through the Healthcare Emergency Response Coalition. Byrns received equipment for the Wayne County Emergency Management Agency totaling more the $11,000. Byrns asked the Board if they were interested in county employees getting name badges printed through this program. Kester made the motion with a 2nd by Sellers to approve the ID badges for employees.
Joella Perry, Veterans’ Affairs, discussed the need to change the burial and cremation policy to include that cremation must also be done through a Wayne County funeral home. Kester made the motion with a 2nd by Sellers to change the policy to include cremation in Wayne County. There was also discussion of the Vetra Spec Company that Carosh was not sure met the requirements for a business agreement through HIPAA. Perry will do further investigation into this matter.
Mendy Middlebrook addressed the Board on the need to increase the salary for the Mental Health Advocate. Middlebrook stated that it was suggested that the increase should represent an average of the increases in the participating counties. Sellers made the motion with a 2nd by Kester to grant an increase in pay to the Mental Health Advocate in the amount of 2.7508%.
Brenda DeVore, Prairie Trails Museum, addressed in the Board to ask for support of the proposed $381,000 addition to the museum. Prairie Trails Museum Board members Bill Slagg and Dennis Thomas were also in attendance. DeVore is applying for a CAT grant and needs to have support from the county and/or city to meet application guidelines. Sellers made the motion with a 2nd by Kester to give an allocation of $5000 for this project. A resolution will be needed at the next Board meeting.
Gary Bishop, Interim Engineer, and Dan Carpenter provided the Board with updates on projects in the County. Bishop also shared information about gravel from a different company. The proposed amount would increase gravel cost from $750,000 now being paid by the County to $1.25 million per year. Bishop and Carpenter also discussed the need for placing ads in more venues for the engineer position. The Board agreed that they can place the ads as needed for the vacancy.
It was announced at the Board meeting that East Penn Manufacturing Co. is evaluating new plans to grow its manufacturing capabilities through a significant expansion to its existing facility in Corydon, IA. Supervisor Dotts discussed the work that was started two years ago between the County, East Penn, and Iowa Economic Development. Sellers stated that he was pleased with the work done by Dave Dotts and Denise Becker and their willingness to keep the other Supervisors informed of the progress throughout the past two years. Sellers made the motion with a 2nd by Kester to approve Resolution 06-01-18 which would give a 10-year tax abatement to East Penn on the new construction. Eric Jaeckel was in attendance to express his congratulations on a job well done.
Tammy Clark, Auditor, presented a letter discussing a class action lawsuit with NACO. Sellers made a motion to join the class action lawsuit. He later rescinded his motion to get more information. Kester made a motion with a 2nd by Sellers to table this until Dotts was able to participate in the conference call with further explanation.
Sellers made the motion to adjourn the meeting with a second by Kester at 11:00 AM .
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 2nd day of July, 2018.
